Program Review: Does the program clearly identify the project requirements? Are they prioritized? Has a budget been established? Is the project within budget? Are metrics being measured to identify the achievement of goals?
Site Review: Are there any “red flags” in the zoning or with the jurisdiction? Are the jurisdictional requirements/ limits being addressed and met? Are there any geological or soil concerns?
Drawing Review: Based on the current stage of the drawings, are they complete and do they accurately reflect the identified program? Are the drawings of the various disciplines consistent with each other?
Specification Review: Do they contain all the products utilized in the drawings? Are alternate products identified where applicable to allow more diverse bidding? Does the division 1, general requirements, portion match the contract intent of the Owner?
Constructability: Are the documents complete enough to guide the construction of the project? Does the methodology implied dictate unnecessary complication? Are there ways to simplify the design and accomplish the same intent?
Value Enhancement: Do the documents reflect a good “value” to the Owner in meeting the project goals? Are there simpler ways to accomplish the objectives that would be less costly? Are there details or materials used that are inordinately costly? Are there opportunities for the Owner to significantly improve the value or perceived value of the project for a minor amount of money?
