Establish Program: Working with all the stakeholders for the project establish the preliminary scope including Needs / Prioritized Requirements, Goals / Achievement Metrics, and Budget / Financing.
Site Review & Selection: Review the prospective site (or sites) against the established program and entitlement possibilities. This may include assisting in obtaining Zoning / Jurisdictional Information, Preliminary Title Reports, Soils / Geographic Reports, Surveys or Traffic Studies.
Procurement Plan: Which elements of the development will be contracted out and which will be handled directly? What contracting strategy will be employed with the design consultants and contractors? What team members will be needed? Are there items, such as FF&E, which will be procured directly by the Owner?
Consultant Team Selection & Contracting: Working with the Owner to determine the consultants who will be required to accomplish the scope. Identify potential consultants, pre-qualify the candidates identified, and facilitate the receipt and evaluation of proposals for service. Upon approval negotiate appropriate fees and other contract issues on behalf of the Owner. This includes Architect, Engineers, Designers, and other Consultants.
Development Plan: Working with the Owner and Owner’s Consultants to develop a plan for accomplishing the development. Facilitate the creation of a detailed schedule for the project’s overall development with milestones for the various required submittals and assist in tracking progress.
Contractor Selection: What type of contract will be used? Identify potential General Contractors and review qualifications. Solicit proposals/bids. Develop a bid leveling comparison to identify the best value. Assist in negotiation and contracting.
Permits, Bonds and Insurance: Monitor the status of plan check. Assist in obtaining required permits, bonds, and insurance have been obtained.
Utility Coordination: Assist the Design Team in obtaining commitments from the required Utility Providers for service to the site. Determine Utility requirements for service including any required relocations. Ensure requirements are met on the plans.
Furnishings, Fixtures & Equipment: Assist the Owner in determining a procurement strategy specifically directed at these items. Assist in pricing and purchasing as requested in concert with the required designers / engineers.
Property Managers / Operations Personnel: Assist the Owner as requested in determining the operating requirements, advertising for the appropriate individuals or firms, and negotiating contracts / employment agreements.
Project Financing: Assist the Owner in interfacing with Lending institutions by helping provide the proper supporting documentation for the project.
